Uniting Church Homes - Caring for Elderly People in Western Australia

About Us

Originally most of the homes that are now part of Uniting Church Homes commenced as parish based initiatives. Individual church members saw a need in their communities and had the vision and dedication to create services in response to that need. In 1992 all of these services were combined into a single agency.

The management goal is to maintain the individual character of the inherited homes and services while also producing standardised policies and efficiencies through the pooling of resources. Centralised functions include Corporate Finance, Employee Services (Payroll), Health and Safty services, Information Technology and Asset Services.

This team approach has assisted to all homes achieving a 100% pass on all standards in the second round of accreditation. All staff work not only to maintain the current high standards but to continuously improve care and services in response to resident needs and preferences. A continuous improvement culture has been developed in all areas of care and services, including community based care and independent living, to provide a broad range of high quality services that meet specific individual needs.

Planning for the future of Uniting Church Homes to determine where we apply resources for service growth and development is an ongoing activity which yields exciting opportunities for staff and residents.

We currently manage:

  • independent living units at fourteen retirement villages
  • fourteen hostels located either at retirement villages or on their own separate site
  • two nursing homes both located at retirement villages
  • four intermixed facilities with both hostel and nursing home level care

The Uniting Church in Australia is one of the largest providers of welfare services in Australia. Uniting Church Homes (‘UCH’) is an agency of the Western Australian Synod of the Church. UCH is incorporated under the provisions of the Uniting Church in Australia Act 1977 (WA). We provide a range of accommodation and care services for elderly people within a Christian environment but accept people from all backgrounds into our service and employment. We also manage the City of Bayswater Aged Care Facilities in Bayswater, Noranda, Bedford and Morley. UCH has a long history of providing quality aged care services in our community. We believe that elderly people should have real choices in deciding how and where to spend their latter years. The choices we offer range from therapy services for people living in the community through to High Band Residential Care Facilities for people with a need for 24 hour nursing care. A number of our facilities have special programs to meet the needs of people with dementia. The rights of residents in Independent Living Units and Serviced Units are protected by the WA Government’s Retirement Villages Act 1992 and the Code of Fair Practice for Retirement Villages 2003. Residential Care Facilities and in-home care programs operated by UCH are governed by the (Commonwealth) Aged Care Act 1997 which provides for financial security and maintenance of care standards for residents and clients.

Independent Living Units

Self contained units in a village atmosphere are available to people primarily aged 55 years or over. Units range from small bed sitter units to larger one and two bedroom units. Some villages have common facilities and community rooms on site. Some are part of a larger centre which offers accommodation in Residential Care Facilities or other aged care services. Some have call buttons so that residents can call for help in emergencies.

The advantages of village living

  • Residents have the companionship of other residents and sense of community and security whilst maintaining a flexible and independent lifestyle.
  • We take care of repairs in your unit and maintenance of common grounds.
  • Visitors are welcome at all times and are able to stay (prior arrangements with management must be made for visitors staying longer than 14 days).
  • As a resident your rights are protected by the Code of Fair Practice for Retirement Villages
  • You are encouraged to participate in the life of the village community as well as maintaining your involvement with the wider community.

Activities

  • Independent Living Unit residents at most centres organise a range of social activities such as Scrabble, card games, carpet bowls, billiards, crafts etc, often with some assistance from volunteers or staff.
  • In addition many centres have organised outings such as regular bus trips to a shopping centre, to the theatre, to restaurants etc.
  • Staff at Residential Care Facilities organise outings and social activities on behalf of residents and Independent Living Unit residents are sometimes included in these activities.
  • When you move into a unit you will be given an information booklet with details of the activities and contact people relevant to that particular village.

Independent living unit fees

Fortnightly Fees for independent living units are based on a budget for each village which is presented to residents for comment each year. Fees remain constant throughout each financial year and are payable from the contracted date of entry regardless of any delay in admission.

In addition there is a one off Application Fee, to be paid when your application for ILU accommodation is lodged, and a Administration Fee, to be paid along with any other charges when an offer of accommodation is accepted. The Application Fee, if one was paid, is credited to the administrative fee. The Application Fee and Administration Fee are both non-refundable.

Entry Contributions

  • Entry contributions for individual units are set according to the quality and amenity of each unit.
  • UCH has a strict management strategy that ensures when refunds are payable, we will always have sufficient funds to pay them in a timely manner. You may request a statement of your refund status at any time.
  • People who cannot afford to pay an entry contribution pay a Rental in Lieu in addition to the Fortnightly Fee.

NB: ILU and Serviced Unit Entry Contributions are reviewed from time to time. Therefore amounts quoted in this brochure are subject to change. The final Entry Contribution rate is that which is applicable on the date an offer of accommodation is actually made.

Assets and Income test

You must fill out the Statutory Declaration of Income and Assets included in the UCH Application Form before you will be offered the Rental in Lieu option.

Serviced Units

A number of our villages provide Serviced Units for people who require a small amount of support to maintain their independence. The accommodation provided is basically the same as an Independent Living Unit, either a bed sitter or single bedroom unit. Services provided are all meals, heavy laundry and an emergency call button with a person to respond 24 hours per day. In addition, for those with slightly greater need we will do personal laundry, make beds and clean your unit. Access to this sort of accommodation and care is based on assessed need. When the level of need increases beyond what is described above we will help you to find a place in a Residential Care Facility (formerly known as hostels and nursing homes) which can provide personal care services.

Service Fees

The minimum fee is 80% of the combined aged pension and rent assistance and is payable from the contracted date of entry regardless of any delay in admission. For people with greater means there is a sliding scale with a maximum fee of twice the basic fee (ie 1.6 times the rate of aged pension and rent assistance). The above fees will be indexed with increases to the aged pension. Current rates will be advised at the time of your inquiry.

Entry Contributions

Entry contributions for individual units are set according to the quality and amenity of each unit. UCH has a strict management strategy that ensures when refunds are payable, we will always have sufficient funds to pay them in a timely manner. You may request a statement of your refund status at any time. People without the means to pay an entry contribution may still be offered care and accommodation.

NB: ILU and Serviced Unit Entry Contributions are reviewed from time to time. Therefore amounts quoted in this brochure are subject to change. The final Entry Contribution rate is that which is applicable on the date an offer of accommodation is actually made.

Assets and income test

All applicants for Serviced Units are required to fill out a Statutory Declaration of Income and Assets so that we can determine the correct level of Service Fee and Entry Contribution to charge.

Application and Administrative Fees

There is a one off Application Fee, to be paid when your application for a Serviced Unit is lodged, and a Administration Fee, to be paid along with any other charges when an offer of accommodation is accepted. The Application Fee, if one was paid, is credited to the Administrative Fee. The Application Fee and Administration Fee are both non-refundable.
